Tax payers bag (by Katakago)

Tax payers bag??
It is not so clear for me actually what it is when I saw this for the first time.
I guess that the bag in use was in early stage of the Meiji era (1868-1912)

On the back of the bag, the detailed date of tax payment from January to December is mentioned (it seems that every month 10th and 25th there was a tax payment date)

Classification of taxes was: tax for rice field : income tax: tax for house land: tax for selling medicine : tax for soy souse : national tax for business:local prefecture
tax for business: equal tax for house: additional tax to land
tax: such a name of the tax is written on the back of bag.
It is a discolored and worn-out tax payers bag.
